Do You Need a Fishing License in Hawaii?
If you’re a nonresident (visitor) age 15 or older and you plan to fish recreationally in the ocean, yes—you generally need the nonresident recreational marine fishing license.
There are a few important exceptions (more on that below), but if you’re traveling in and planning to fish, this is something you’ll want to handle before you hit the water.

Why Hawaii Requires a License Now
It’s designed to support fishing statewide. The revenue generated from these licenses, estimated at approximately one million dollars annually, is used exclusively to fund fishing initiatives in Hawaiʻi, including:
- Fish aggregation devices (FADs)
- Artificial reefs
- Stock enhancement programs
- Other vital DLNR-DAR fish restoration projects
In other words, these fees go right back into improving the fishery and the fishing experience.
Restrictions & Permitted Areas
Even with a valid Hawaii fishing permit, not every location is open for fishing.
Hawaiʻi includes designated permitted areas and management zones that may have special restrictions, and certain locations can have additional rules or limitations.
